US Constitution, Article I, Section VIII

The Congress shall pay

For the general

Welfare of the

Indian Tribes;

To Establish the

Value thereof,

To raise Money

and support for a

long term; to provide

the land for organizing

and for governing such part of

them; to exercise

exclusive Legislation

and to exercise

the Erection of

needful buildings;

to make all laws

necessary and

proper for carrying

into execution

the foregoing Powers.
